He's still redoing the whole thing.
In the redo, he's making improvements to the story, and I think he only wants to do one chapter 25, the improved version. The old saves won't be compatible with the new version.
It sucks, but that's the way he's doing it.
The final chapter might be released in two years or so. Even then, you'll have to play from the beginning.
Sorry to be that bearer of bad news, but that's life.
