Yes it's was like that, now on the chapter 1 you can do the scenes you missed, at the prologue, like if you gave a ride to Anna, you now can see Kara and Keren scene during the sandbox mode at chapter 1.
Also the idea to change to sandbox come because of the amount of characters that way you can make your own way.
