technically it is over.
but dev is a workaholic perfectionist. For his other games he keeps on releasing patches even years after they are done. Adding a couple extra scenes and fixing any bugs anyone reports.
And his games which are marked complete are actually done. No WIP signs, no obviously cut content. But fully complete in all areas.
