Android version only go up to 11.2
According to the dev, versions after 11.2 became too large to make them into android version.
So you only gonna have to play it in PC
Perhaps you'll find your answer if you weren't that cheapskate to not buy a pc
When the Developer is so cheap they would rather kill one platform than spend the $50-100/month on a dedicated server so their game can be updated instead of redownload the entire thing.
When the Developer is making thousands, maybe tens of thousands, and is still too cheap.
Ture fact, Develioers, it takes far less time for people to download an update, rather than the entire file, and it means less chance of corruption or errors, and it also means you aren't limited by file sizes...
