usually due to them using different definitions. in metric, kilo means 1000
in binary, kilo means 1024
mega in metric means 1000 * 1000
mega in binary means 1024 * 1024
etc
basically. hard drive manufacturers and hosting websites like using the metric definition instead of the binary definition because it lets them inflate their numbers.

can't download anything this big without mega
Down load joiplay, download windows version using RAR or something similar. The open joiplay hit the "+" bottom, click executable file then find "the game" and choose the .exe file let it do its thing. Then you can play it through Joiplay.
Oh don't forget to extract the file. And joiplay works with a lot of other games as well. It might take a bit to open, its a large game.
