At certain time periods a population would consist of virtually all one race. So, what is the time period? And is it reasonable for other races to be present? Not to mention, many of these worlds are fantasy, so even real-world race logic doesn't necessarily apply.

The dev is probably white. As blacks have probably never made a game. If they ever did I'm sure it will be all black characters (maybe some white bitches). Anyway a white making black characters is probably appropriation or colonization or some retarded shit. So you'd cry about that too.
