How does the level system for the girls work? I've been playing for years and still don't know why they level up.

there is not exactly a "plot",
instead features are added continuously.
He gets how to spend the level ups, the question is what makes them "gain xp" and level up in the first place. Considering I've spent all my time with one girl and had another level up after barely interacting for days. I also wonder how the level ups work
