On a weekday, go to Globex by bus during the Day (time state 2) or Afternoon (time state 3), select the Catalog and use the corners of the book's pages to change the power you're buying. You can't get a new power, so just upgrade Enhanced Senses (page 3/12) it gives you a button on the top menu for X-Ray vision.
