This is a quest that you can only solve later in the game. As fas as I remember, you have to be at least in chapter 2, must have a lot of influence in the steering comitee (or whatever the teachers board is called) and the silent girl with the fire fetish ... Ina? ... has to be accused of stealing ... well ... just play on, after some time you will get to it, don't worry.
I don't know how to have a lot of influence in the steering comitee, any suggestions?

I prefer compressed versions, less DL bandwidth + less storage. Unless you have 4k monitor, graphics should B fine
