Poser (paid prog) or Daz Studio (free prog). Either way the models, props, clothes, etc can be free or costly (for better ones)

None of those programs is good for character making. zBrush, 3DMax, Maya, etc do the job mate; Marvelous Designer is one of the best tools for creating cloths. Blender is easiest for scenes and elements.
