That's probably the second picture od Nicole (Envy). At the free roam at Bella's house, that takes place before the yoga practice (if I remember it's the last free roam in this Episode), when you near the pool you can see paint equipment. Need to click on it and pick the option to help with painting the fence.
After the yoga practice and before the breakfast and pancake minigame there will be a painting game. Similar to the drinking game, but you must "paint" the way to the END.

No, if you played episode 6 Jill recalls the times she spent with her sister, if you subtract the MC's age plus the time her sister was away and whatnot it would be impossible since Jill is only 2-3 years older than the mc so she would have been 1 or 2 in the time the MC's mom was a live if she is her sister a 1 or 2 year old wouldn't have remembered shit
