You need to peek on Jill through her window, once you've climbed up the pillar to the left of the front door. After you've peeked at Jill through her window (her window is the rightmost one of the building, on the second floor, just to be absolutely clear), you go back to you friend, and look through the President's window. Then, he will suggest going in Jill's window.
