He is creating 10 as a stand alone game once its done it will be on steam.
Which means he will charge people for both 1-9 then 10.
Hes selling 1-9 for 8 dollars (Canadian - Canadian user so might be different for you.)
He said 10 would either be as long or longer I cant recall which. Now saying that it will probably be at least another year and

What the fuck is wrong with this game. It was a masterpiece I don't get it why the developer is not updating. It says on Paterson that he is making part 10 but it's been so long and he is very active on patreon but can't see releases.
From what I found looking around its animations but animation doesnt take this long unless your unskilled or making a short film. Its just crazy this person kept people for a whole year on progress previews. To think they are working a bit on part 2 makes me think nope I will just give up on the story.
