U should find a broken dagger i think when u go to walk with her or by shady. u have to go to walk with her twice, fix the dagger from shady, get shack's old ladies with their sacks to hold beach off, propose to her during the last walk with the romantic options & then u'll progress.
Personally, I found that running out alone n then returning n hugging n being kind gets u *spoiler*.....lets say the best case scenario n happiness, end n freedom ith options.

Sometimes it's waiting. But most of the time you have to talk to toph at night and do certain actions as well.
What is the new update???
you should try to talk to the other people in the village, city, and/or the tunnels. you just need to progress through other side characters storylines.
