just go to https://www.saveeditonline.com/ and change the waterbend from 13 to 14, this will continue for the mission (you will lose the dialogue but you will still be able to continue), if this happens in the next missions, do the same procedure

Once again the shop keeper in the first book is bugged and doesn't start the dialogue for suit quest.
