you can extract it with 7zip. It's a free, fast, and reliable extraction too. .rar is similar to .zip in terms that they're complessed file achives, meaning you don't "run" it, you extract it, it'll create a folder (usually with the same name as the rar file or zip file had) and than you can find the .exe in there to run it.
