There might be another way, but what I did was nap, nap, nap, nap, nap until the purple heath bar is down to almost nothing and THEN you will trigger the cook meal/get meds event.
I did that but nothing triggered. Let all of the needs go forever and nothing happened.

Missing an important part, to get rid of the sickness you must first be at a point where Rosie has panties sitting on whatever in her room. Take the panties, only then will it continue on to having a dinner with Lucy and her giving you the medication. This is a linear story line, not a lot of options.
Caizer games has not put out an update with any considerable content since it first put this out over a year ago, all micro updates. Which is why it is losing supporters.
