I mean, possibly, but honestly with specs like that you shouldn't be expecting to play just about *anything* with good performance.

On his Patreon, Runey has uploaded a primary, super early release of 7.0, which is filled with bugs, not meant to be played, and is not yet complete. We don't have it here for a reason.

Mega is always limited based off of your IP, not the total downloads of the file. So you need to wait five hours or so, or just take a break from all the wanking for a day, and then download this masterpiece.
Just open CMD, then put "ipconfig /release" then "ipconfig /renew" wait a few secs to reset ip..
Now turn your moden off for 15 seconds. Then turn on.
Wait 1min for internet to come back..
Use Mega again.. (I recomend using the MEGAsync program.. Downloading on the web site you will only get 1,5gb even reseting your IP)

How can i update the game to 0.7?
You need to wait for the release. On the Patreon page he said he's currently at 65% completion, with estimate time in June, but i would risk to say it should happen on late June or early July.
If you don't want to wait, become a Patreon and unlock the beta version of 0.7 (with bugs and unfinished stuff)
Looks like he was just a bit behind updating the bar. Currently at 85%, I can easily see it coming out this month. (I totally get what you mean though.)
By waiting for 0.7 to release and be uploaded here. When uploaded here, download, unzip to location 'wherever' (as in wherever you'd like to put it in your computer/phone). Then, either transfer over your saves, or start a new game.`
