After you save everyone find the AC vent tunnel on the 3rd floor, east side, south facing wall. You will find a welding machine there, use it to fix ladder

I'd say so. Shorter games NLT's done are [Visiting Aunt Sara] which is completable in about an hour and [My Summer with Mom & Sis] which is completable in about 5 or so, both are on this site. LE is A LOT longer (I beat the last version in just over 13 hours) but has more content and explains the overall plot of the NLT world.
