I'm having the same issue
Basement. Go to Elizabeth/Violet Room. Then, go to left room.
In this room, you can use pickage: Bottom wall between the 2 "coifs".

the rope is in room 9
i couldnt enter it from 48% but went back to the save of 43%, got the grapple than i could enter room 9.
Do you have the pickax? if yes try clicking on the wall on the south side of the new room

This maybe one of the only RPG games I consider truly great! Story graphics and game play are wonderful. One down fall is the game end notification comes up before you have collected everything. My stats are:

33 of 33 scenes, 7 of 7 outfits
21 of 21 hearts, 49 of 51 pages
10 of 10 photos. And my End of version has been up for some time. Unsure as to where the missing pages are....7/8 of the girls door lock devices.found rope and gaffle missing one hand truck wheel .
