you can enable the console yourself.. Renpy folder -- common folder -- open 00console.rpy with notepad -- look for line - # If true, the console is enabled despite config.developer being False.

download the incest patch, find the game files under android>data>milfy city>files create a folder called "game" and install the patch there.

Go to renpy folder, common, 00console.rpy. Open in notepad look for config.console = False. Change to True, and now you can open console with shift+O.
