If I remember well, the key is the book you find on the desk in the office, you must take it and put it in it's place on the shelf
So you have to take the car keys near the Red statue on the desk, go to Bob's car and pick up the book. When he's not in the office, select the bookshelf near the big statue and select the book from the bag. Put the book on the lower shelf in a gap between two books. I think it will open.
