There's a board on the left side of the hallway, that has a to do list. Depending on the week/your current level, you can get a new task every once and a while to raise it. Consider using the walkthrough, as there's an explanation on how to raise your fix skill near the bottom.

Why its cant install for android version from mega ?
Have you ensured that you downloaded the Android version, and not the PC version by mistake?
Unfortunately this is the only advice *I* may give, as I'm on PC, but let us know how you did it once you figure it out.
