I just click every attraction I have and eventually I found one in the jungle cruise... but I don't know the prerequisites, i use Overdue cheat though too
I think I figured 2/3's of it out. The first thing go the the mermaid's place and click around I THINK. Second is go the the cruise in the day. I'm not completely sure about the first one. I'll update when I get the 3rd treasure.
I figured it out just go to every attraction int the daytime then visit her.

There's some stuff with Pete, then go to Toon Town at night time. I think you need the second part of the park (costs 2 Mill iirc, might be changed) though
