1) Like most of soviet and post-soviet russia, according to own russian's statistics. One thing to claim something, fantasize (by writing wet-dreams stories in internet) and ignore reality (in which you yourself was raised by single mom), declining population without raise of life quality-and whole another is to implement those ideas. Which never happened.
2)Initial ideas of communism were exactly against family as institution, promoting promiscuity ("free relationship"), living in communes(that's where name comes, and only thing what russia done according to that ideology-they're still living in wooden barracks) and feminism. That experiment didn't go well in France, so everyone tried to "forget", lying thick layers of propaganda and trying to "improve" this marginal ideology-but you can't fix stupid and what's broken from very start.

Your retardedness is on another level. Homes don't get broken randomly you hilariously dense court jester. They get broken because one or both parties acted like shit. And if you grow up in a conflict-dense environment, you are more likely to end up criminal. The broken home is a symptom of those conflicts, and it would serve no one if the couple stayed together and kept on having conflicts.
