I read through the comments, but nothing about Magic Meter set at 150. I guess I need a cheat code to go to 200?
I don't know if it helps but I had a similar problem. In my playthrough i thought i stuck at 150 too but apparently it keeps accumulating even if it says 150. So try gathering more even after maxing 150 for a while and try to buy the upgrades. It worked for me, i hope it helps.
