Apparently it all happens on the yacht. You have limited time, so you have to get some sort of play from Jinx, Rose, Giganta and Talia to have them appear later on in the game.
What would *really* be helpful would be a walkthrough that lets you interact with all of the women efficiently, so they will appear later.
I'd appreciate finding out that, too...
I am presuming that is supposed to happen before Grodd sets you up to take a fall for B&E.
It did not happen.
Get to the Yatche event and focus on her
Do the boat event and talk to her repeatedly, then afterwards she'll start appearing for hire at the Legion HQ, hire her and assign her to the Living Quarters
Talk to her as many times as you can on the Yacht. After some time she will appear in the Villain Headquarters and then be hired
If you have already completed the Yacht mission, you can replay it in your office
Talia appears several times when you go to your office
