This content has been out for months. I played this forever ago. So either changelog is wrong or this website is months behind on this game.
Just checked on both Patreon and Itch.Io website. 0.16.1Beta is already published in the Patreon but the Itch.Io wasn't updated yet, the download link this website provide connected to Itch.Io, so no bueno until it was updated. But if you had extra bucks, you could just subscribe to their patreon membership and download it.

last update i have seen is a year ago version 14.3, after a few month i stopped looking for updates, if that dev got patreons, then he really milks them
