You're right it isn't cheating if both parties agree to a particular scenario. I think quite a few devs are just as confused about the nature of cheating , NTR and open relationships in general, as are the majority of players. Having said that, if the female protagonist is cheating on her husband/partner/boyfriend, then she is still cucking him, even if he is unaware of it. Modern cuckolding scenario's tend to have both partners actively involved, but cheating itself is a form of cuckolding.
But if you're looking for typical cheating games, then just click the cheating tag above. Some of those games listed will not be exactly what you're looking for, but others might be. If it worked as it should, TAC would be cuck avoidable. Unfortunately, there are bugs in the game, that mean that certain cheating scenes turn up, even on pathways where you've chosen not to let Anne cheat on or cuck the MC. Having said that, I agree TAC is a pretty great game in my opinion. It has it's flaws, but some of the scenes are awesome. Though you need to be into NTR or least not be bothered by it, to enjoy the very best parts of the game.
