That's total crap. You only need RTP if you're creating a game using RPG maker. You certainly don't need it to play one
anyone who's ever developed anything knows that there comes a point in many early projects where you sit back and say, "huh. ok, this just isn't very good, but i learned a lot, and i now know how to do better next time." and so you scrap that project, and you do better next time...
