Well as the Dev states, there is no incest in his game ( probably because of Patreon rules regarding incest). Lisa is not his step-daughter, she is adopted, and in many countries (my own included) that is still classed as incest. So it's pretty simple really why he has decided on this.
The MC was never intended to be able to fuck the daughter ( see the comments above regarding the Dev)
The Dev makes it perfectly clear in the intro, that if you select a lot of blue coloured choices, it can lead the MC down an NTR type path. Of course, if you chose to avoid the intro because you were too impatient to play the game, you might not have been aware of this. But it would still have been your choice to do that.

What a ridiculous notion. Playing a game makes you become the same as the MC? I've played games where the MC is a superstud with a truly enormous dick, and surprise surprise my own dick stayed exactly the same average size, and I didn't suddenly become irresistable to women either!
Don't make any blue-coloured choices.
Raise step daughter relationship stat to max (with any corruption stat), and then play various events like swimming etc., avoid blue choices, she will never find a boyfriend if that is what bothers you.

Nope. This is still a bug in 0.54. I assume that it's OK to copy savegames from an older version
