Yoo have to talk with Kelly first then go to Emma's house so you will get relationship point with Emma.
You can see in walkthrough guide at
26. Go back to Kelly. Make sure you have 30+ score with her and "Ask about her friend".
After ask about her friend with Kelly. she need to find information, so you have to talk witn her again next day. She will tell you that her friend live next to Jason house.
