Yes, but could they monetize that sort of thing, though, being that it's directly built off and uses Bethesda's game? If not, then it could only ever be a work of passion, and few people stick with something like this if they're not getting something for it, unfortunately 🙁

Going by the tag & screens, it doesn't look like it's an RPGMaker game but rather a Unity game.
I agree RPGMaker games are mostly annoying, even if some of the best games on this site (story/animation) use the engine.
This game developer probably feels like he is god, it sucks to start, sucks your computer power and has no clue, this game doesnt belong to this site
