Writer, animator, coder, maybe someone for the soundtrack, maybe one or more people for voice work. 3-6 people. If they're working full time, that means at least $150k/year, which is more than $10k/month. Of course, if they're full time they should be cranking out more content, of higher quality, more often.
I would put the lower limit for a properly compensated VN team putting out good work on a schedule at $13k/month minimum. And that's ignoring their expenses and having to fund their own benefits and retirement plan (which at $50k/year you'd normally be an employee with an employer handling that in addition to your pay). So maybe even $20k/month isn't ridiculous.
Again... if they're doing a good job.
