Try after few days, could be transfer limit or some other internet problem cause of heavy traffic. Or try searching on Google to find other links.
Is it possible that you have uploaded the wrong file? The aktuall Version is 23 but when the game starts it shows Version 17
If you are a Patreon just restart the game a couple of times, Should update itself.
If you are using the "OffLine" version ( now 0.23) I'm not sure but I think it is the same.
